The Unlimited NPCs pass costs 94 Robux and is described as: spawn as many NPCs as you want. That single sentence is the official NPC manual. This page explains why you would bother, and why a packed sidewalk still loses to a packed skyline.
Blow Up The City is a destruction sandbox. NPCs are garnish that make Tornado, Earthquake, and AC-130 look like the thumbnails. They are not a second currency.
What NPCs are for
- Filling a private server so a showcase run looks inhabited.
- Giving wide 1.5 tools something to throw around besides plywood.
- Making a street feel like a target before you walk 30mm down it.
They are not for:
- Replacing how to earn cash.
- Griefing other players’ farms (eight avatars already do that).
- Unlocking Nuke. Nuke is a cash shop strike from Update 1.5.
Free spawn versus the pass
The studio has not published a free NPC cap. Assume a small default exists, then the pass removes it. If you cannot spawn any civilians without paying, the pass is the entire NPC system. Check in a private server before you spend 94 Robux — early-testing UIs hide buttons.
Unlimited NPCs is A tier on the gamepass list because it is cheap and it changes the map. It is not S tier because it does not double payouts. X2 Cash still wins if you only buy one pass.
How to use a packed city
- Private server, intact skyline.
- Spawn NPCs in the street you are about to hit, not on a roof you cannot damage.
- Fire a wide tool: Earthquake, Tornado, Attack Heli, AC-130.
- Do not spawn a crowd on a crater and then ICBM it. That is a 199 Robux plus 94 Robux firework.
Pair this with cash runs if the goal is money, or with how to destroy buildings if the goal is a clean collapse.
Other players are not NPCs
The eight avatars in a public server will walk into your blast. That is allowed. Do not confuse them with civilians you spawned. There is no documented friendly-fire toggle. If you do not want to flatten friends, use a private server and spawn NPCs instead.
Bugs
Spawning “as many as you want” on a live physics city is how you hitch a server. If the pass lets you dump hundreds of NPCs, stop before the sim dies, then report the hitch. Early testing plus a crowd plus a train plus a Nuke is a crash recipe.
NPCs will not get you codes. They will not replace Getting Started. They only make the city look like the poster until you knock it down.
If you are filming a clip, spawn the crowd, call Attack Heli or AC-130, then stop spawning. A street that keeps filling while explosions resolve is how early-testing servers hitch. If you are farming, skip the pass until X2 Cash is already on your account — extra civilians without extra payout is a costume. For a clean money route without crowds, stay on cash runs and hit bridges and train-adjacent houses from Update 1.5.
On public servers, extra NPCs can make already-laggy physics worse. Prefer private cities for crowd tests. If the pass lets you flood the map, stop at “busy street,” not “solid mass of civilians.” The train and bridges from Update 1.5 already add HP without a crowd.
